Section 8.21 - Budget transmitted1. Not later than February 1 of each regular session of the general assembly, the governor shall transmit to the general assembly a document to be known as a budget, setting forth the governor's financial program for the ensuing fiscal year and having the character and scope set forth in this subchapter.2.
