Section 2C.11 - Subjects for investigations1. An appropriate subject for investigation by the office of ombudsman is an administrative action that might be: a. Contrary to law or regulation.b. Unreasonable, unfair, oppressive, or inconsistent with the general course of an agency's functioning, even though in accordance with law.c. Based on a mistake of law or arbitrary in ascertainments of fact.d. Based on improper motivation or irrelevant consideration.e. Unaccompanied by an adequate statement of reasons.2.
