The rules, policies, and procedures necessary to implement Sections 1 to 10 of this act shall be adopted by the department and approved by the city council by December 1, 2024. The rules, policies, and procedures adopted by the department shall be based on the principle that all employees and applicants shall receive fair and equitable treatment in all aspects of personnel management without regard to political affiliation, race, color, religion, national origin, sex, age, disability, and with proper regard for privacy and constitutional rights.
