Section 14165.4 - Intent as to functions, powers and duties contained in Article 2.6

It is the intent of the Legislature that beginning July 1, 1983, the functions, powers, and duties contained in Article 2.6 (commencing with Section 14081) become subject to the provisions contained herein.
