Cal. Wat. Code § 75973

Section 75973 - Majority of votes against or in favor of proposed annexation

If a majority of all votes cast at the election are against the proposed annexation, the annexation petition shall be denied. If a majority of all votes cast are in favor of the proposed annexation, the board of the annexing district shall thereupon adopt an order annexing the petitioning district.
