Section 9920 - [Effective until 7/1/2027] Legislative findings and declarationsThe Legislature finds and declares all of the following:
(a) All efforts funded under this article are intended to supplement and be aligned with the broader workforce and education system in the State of California. This act is intended to focus on innovative approaches to, and proven practices for, addressing employment dislocations associated with oil, gas, and related industries.(b) The primary purpose of this act is to support workers on the front lines of the state's transition to carbon neutrality and specifically workers in California's oil, gas, and related industries, with the services they need to enter, participate in, and complete broader workforce preparation, training, and education programs aligned with regional labor market needs. Those who complete these programs should have the skills and competencies necessary to successfully enter the labor market and earn wages that lead to self-sufficiency, and eventually, economic mobility and security.(c) Populations eligible to be served by grants include, but are not limited to, workers on the front lines of the state's transition to carbon neutrality and specifically workers in California's oil and gas industry who are transitioning or dislocated.Ca.
