In the application of the Improvement Act of 1911 or the Municipal Improvement Act of 1913 or the Improvement Bond Act of 1915 to proceedings instituted by a district, the terms used in the Improvement Act of 1911 or the Municipal Improvement Act of 1913 or the Improvement Bond Act of 1915 have the following meanings:
(a) "City council" or "council" or "legislative body" means the board of directors of the district.(b) "Municipality" or "city" means the district.(c) "Clerk" or "city clerk" means the clerk of the district.(d) "Superintendent of streets," "street superintendent," or "city engineer" means any person appointed by the board to perform or effect an improvement.(e) "Tax collector" means the county tax collector.(f) "Treasurer" or "city treasurer" means the treasurer of the district.(g) "Mayor" means the board of directors or an officer of the district to whom such powers and duties are delegated by the board of directors.(h) "Right-of-way" means any parcel of land in, on, under, or through which a right-of-way or easement has been granted to the district for the purpose of performing or effecting an improvement.Ca.
