Section 69408 - [See Note] Regulations
(a) The commission shall adopt regulations necessary to implement this chapter, and these regulations shall become operative no sooner than July 1, 2024. Notwithstanding any other law, the commission may adopt emergency regulations pursuant to Section 11346.1 of the Government Code in order to ensure that the program enacted by this chapter may function in its first academic year. Those emergency regulations shall be deemed necessary for the immediate preservation of the public peace, health, safety, or general welfare within the meaning of Section 11346.1 of the Government Code.
(b) Regulations adopted pursuant to subdivision (a) shall not affect the application of Chapter 1.7 (commencing with Section 69430), as it read on December 31, 2022, to students already receiving assistance pursuant to that chapter. These regulations shall provide guidance to institutions that assist in applying Chapter 1.7 (commencing with Section 69430) and this chapter during any period of overlap.

Added by Stats 2022 ch 54 (AB 183),s 8, eff. Sections 7, 8, 17, 18, and 52 of this act shall take effect only if General Fund moneys over the multiyear forecasts beginning in the 2024-25 fiscal year are available to support ongoing augmentations and actions, and if funding is provided in the annual Budget Act to implement the Cal Grant Reform Act, established pursuant to Chapter 1.5 (commencing with Section 69405) of Part 42 of Division 5 of Title 3 of the Education Code.
