Section 14-204-103 - Construction(a) This chapter shall be liberally construed to accomplish the purposes hereof and shall be the sole act and authority necessary to be complied with.(b) This chapter and the authority conferred by it shall be supplemental to all other authority set forth in any other act.Acts 1981 (Ex.
