Section 13 - Formal Charge - Contents, Service (a) Contents of a formal charge. A disciplinary proceeding shall be initiated with the filing with the BPR Clerk of a formal charge which shall set forth clearly and with particularity the grounds for discipline with which the respondent is charged and the conduct of the respondent which gave rise to those charges. (1) The formal charge shall inform the respondent of the respondent's obligation to file and serve an answer within twenty (20) days after service of the formal charge. (2) The formal charge shall include a statement identifying the categories and nature of costs that may be assessed against the respondent. (3) All disciplinary proceedings filed as herein provided shall be conducted in the name of the Wyoming State Bar and shall be prosecuted by Bar Counsel. (b) Service of formal charge. Service of a copy of the formal charge shall be made either personally upon the respondent or by certified mail sent to the respondent at the address most recently provided by the respondent to the Wyoming State Bar, or such later address as may be known to the person effecting service. If the attorney is not a member of the Wyoming State Bar, service shall be effected as provided in this subsection, and if service is by certified mail, it shall be made to the attorney's last known address.
