Rule APR 2 - BOARD OF GOVERNORS(a)Powers. In addition to any other power or authority in other rules, the Board of Governors shall have the power and authority to: (1) Appoint a Board of Bar Examiners from among the active and judicial members of the Bar for the purposes of assisting the Bar grading examinations for admission or licensing and in writing and maintaining the Washington Law Component;(2) Appoint a Law Clerk Board from among the active and judicial members of the Bar for the purposes of assisting the Bar in supervising the Law Clerk Program;(3) Appoint a Character and Fitness Board pursuant to rule 23;(4) Except as otherwise stated in these Admission and Practice Rules, provide for the administration by the Bar of all aspects of: (A) developing the form and content, receiving, reviewing, investigating, and approving or denying applications for admission and licensing examinations, participating in programs administered by the Bar, being admitted or licensed to practice law, or changing membership status with the Bar, and any other certificate or document referred to in these Admission and Practice Rules and(B) recommending to the Supreme Court the approval or denial of applicants for admission or licensure to practice law.(5) Approve law schools for the purposes of these rules and maintain a list of such approved law schools;(6) Prescribe, subject to review by the Supreme Court, the amount of any fees required by these rules; and(7) Perform any other functions and take any other actions provided for in these rules, or as may be delegated by the Supreme Court, or as may be necessary and proper to carry out its duties.(b)Written Request. Any request to the Board of Governors for action on any subject under these rules shall be in writing and shall be properly filed.
