The purpose of these rules is to assure the availability of counsel to persons adjudged in need thereof pursuant to Title 15, section 594 of the Vermont Statutes Annotated, Family Court Rule 6, except for assignment of counsel pursuant to 14 V.S.A. § 3065, and Probate Court Rule 80.5, irrespective of the ability of that person or, if that person is a minor or incompetent, of the responsible party to pay for it.
