Rule 1.03 - Construction of the RulesThese rules are to be broadly construed to ensure the operation, effectiveness, integrity, and continuation of the professional disciplinary and disability system. The following rules apply in the construction of these rules:
A. If any portion of these rules is held unconstitutional by any court, that determination does not affect the validity of the remaining rules.B. The use of the singular includes the plural, and vice versa.C. In computing any period of time prescribed or allowed by these rules, the day of the act or event after which the designated period of time begins to run is not to be included. The last day of the period so computed is to be included, unless it is a Saturday, Sunday, or legal holiday, in which event the period runs until the end of the next day that is not a Saturday, Sunday, or legal holiday.
