As provided in Section 15.03, all final orders (judgments) that provide for child support to be paid through the State Disbursement Unit, excluding modifications of orders prior to the effective date of this rule, shall be deemed to include an application for IV-D child support services provided by Dallas County and the Office of the Attorney General of Texas, pursuant to Chapter 231 of the Texas Family Code.
