Section 13.08 - Motions and Other Matters Preliminary to Hearing(a) Any party who desires to raise any matter preliminary to the hearing or to obtain any order from the Board before the hearing shall do so by motion, which shall be made in writing, shall state with reasonable particularity the grounds therefor, and shall set forth the relief or order sought.(b) Any member of the Board may dispose of any motion, subject to the right of review by the entire Board.
