Section 12.04 - Formal Actions; Quorum(a) Denial of an application to take the bar examination, or denial of a license, or the adoption of Board policies and rules shall be taken only on formal action concurred in by at least three members of the Board, expressed in an order.(b) Three members of the Board shall constitute a quorum.(c) Preliminary approval to take the bar examination may be given and any other informal action may be taken by any member of the Board.
