When, by statute or rule, a matter subject to the jurisdiction of the Court is required to be kept confidential, all documents filed with the Court, and served on all parties, shall bear the designation "CONFIDENTIAL" and such documents shall be maintained so that only authorized individuals shall have access to those documents.
