The board of view shall meet annually, on the first Monday following January 1st at the courthouse and organize by the election of a president, vice president and a secretary from among their number, who shall serve until their successors are elected. The president shall preside at all meetings of the board and perform such other duties as appertain to the said office. The secretary shall keep accurate minutes of all meetings of the board, in a book to be provided for the purpose, notify the members of each meeting of the board of view, and generally do and perform the duties appertaining to his said office.
