On or before February 1 of each year, the Board must determine the number of delegates each region should have and whether there are vacancies. Candidates seeking election as a delegate of a region must be eligible to be delegate under ORS 9.136(5), including maintaining a principal office within the region that the candidate seeks election. Once elected, however, a delegate may serve a full term even if the lawyer population of the region falls below the number required to entitle the region to the delegate. Elected delegates are subject to recall as provided in the Bar Act. Public member delegates are subject to removal by the Board on the same grounds that a public member of the Board is subject to removal under the Bar Act and these Bylaws.
