Upon receipt of an application for certification submitted by the judge of a court of common pleas, municipal court, or county court or division of the court pursuant to Sup.R. 36.21(A), staff of the Specialized Dockets Section of the Supreme Court shall review the application to determine whether the application is complete.
If pursuant to division (A) of this rule it is determined that an application for certification is incomplete, staff of the section shall provide the judge of the court or division notice by regular or electronic mail identifying the deficiency. If the fails to correct the deficiency within thirty days after the notice is issued, the manager of the section, pursuant to Sup.R. 36.26(A), may recommend the application be denied.
