Rule 53 - Jury Standards Committee
Section 1. Policy.

It is the policy of the North Dakota judicial system to provide a mechanism for the continuing study and improvement of the management and operation of the jury system. The jury standards committee is established by this rule to regularly review the operation, administration, and management of the jury system and make recommendations for improvement.

Section 2. Committee Membership.

The jury standards committee consists of five district court judges, four attorneys, and three members representing court administration and clerks of district court. Members are appointed by the chief justice after consultation with the supreme court. The chief justice appoints the chair of the committee. Of the members initially appointed, and as determined by lot at the first meeting, four members will be appointed for one year, four members will be appointed for two years, and four members will be appointed for three years. Thereafter, each appointment is for a three-year term. Each member is eligible for reappointment but may not serve more than three consecutive terms. Each member serves until the member's successor is appointed. A former member who served three consecutive terms is eligible for appointment after a six-year break in service.

Section 3. Duties of the Committee.

The committee will:

(a) Review and make recommendations, as considered appropriate, regarding the Uniform Jury Selection and Service Act, N.D.C.C. ch 27-09.1.
(b) Review and make recommendations, as considered appropriate, regarding N.D.Sup.Ct.Admin.R. 9 and the Standards Relating to Juror Use and Management.
(c) Consult with the state court administrator regarding development of a jury selection plan.
(d) Review the operation, administration, and management of the jury system and make recommendations to the supreme court or state court administrator.
(e) Review matters referred to it by the supreme court or state court administrator.
Section 4. Staffing.

Staffing for the committee will be provided through the office of state court administrator.
