COMMENT
The Rules Sub-Committee recognizes the existence of the multitude of Local Court Administrative orders as an essential tool for the day-today provision of court services within each judicial district. Administrative orders include local court orders and amendments thereto, of limited effect and of particular application to a court and its cases, or to the operation of a specific portion of the judicial system within each judicial district.
This rule excludes and is not intended to be applicable to administrative orders for the reasons that those administrative orders are so particular in their effect and purpose as to be of marginal interest to any other section of the judiciary, bar, or public. This rule applies only to procedural rules and administrative rules which, by definition, are of general application and therefore of interest to important segments of the judiciary, bar, or public.
