1. The board of governors shall conduct an annual meeting presided over by the president of the state bar, the exact date and exact location to be determined by the board of governors at least 60 days prior to the date of such annual meeting.2. The board of governors shall provide a suitable program for each annual meeting of the state bar and shall organize the format of the meeting to assure that there is maximum participation by a broad spectrum of the bar.
