In this Chapter, the following definitions apply except as expressly otherwise provided or as necessary implication requires:
(a) Extended Coverage. "Extended coverage means the recording or broadcasting of court proceedings by the use of recording, photographic, television, radio, or other broadcasting equipment operated by: (2) a person engaged in the preparation of an educational film or recording relating to the Maryland legal or judicial system and intended for instructional use in an educational program offered by a public or accredited educational institution.(b) Local Administrative Judge. "Local Administrative Judge means the County Administrative Judge of a circuit court and the District Administrative Judge of the District Court.(c) Party. "Party means a named litigant of record who has appeared in the proceeding.(d) Proceeding. "Proceeding means any trial, hearing, oral argument on appeal, or other matter held in open court which the public is entitled to attend.(e) Presiding Judge.(1) "Presiding judge means a judge designated to preside over a proceeding which is, or is intended to be, the subject of extended coverage.(2) Where action by a presiding judge is required by the Rules in this Chapter, and no judge has been designated to preside over the proceeding, "presiding judge means the Local Administrative Judge.(3) In an appellate court, "presiding judge means the Chief Justice or Chief Judge of that court or the senior judge of a panel of which the Chief Justice or Chief Judge is not a member.
