In these Rules the following definitions apply except as expressly otherwise provided or as necessary implication requires:
(a) Arbitration Panel. "Arbitration panel means the arbitrators selected to determine a health care malpractice claim in accordance with Code, Courts Article, Title 3, Subtitle 2A.(b) Award. "Award means a final determination of a health care malpractice claim by an arbitration panel or by the panel chair. Cross reference: For the authority of the panel chair to rule on issues of law, see Code, Courts Article, § 3-2A-05(a).
(c) Defendant. "Defendant means the health care provider.(d) Director. "Director means the Director of the Health Care Alternative Dispute Resolution Office.(e) Plaintiff. "Plaintiff means the party making a claim against a health care provider.Md. R. Spec. Proc. 15-402
