(a) The clerk shall prepare and issue subpoenas upon the request of a party.(b) A subpoena may be served by the sheriff, by his deputy or by any person over 21 years of age and not a party. Service of a subpoena shall be made by delivering a copy thereof to the person named.Ill. R. Cir. Ct. Cook Cnty. 15.3
