Rule 2 - Commission Vice-chairperson

In the event that the chairperson is an attorney,the vice-chairperson shall be a lay member of thecommission. If the chairperson is not an attorney, thevice-chairperson shall be an attorney. The vice-chairperson shall serve in the absence of thechairperson.
