Rule XI - Opinion Of The Justices Sought Under 10 Del. C. Section 141(1)Hearing. By custom, the Chief Justice has convened the Justices to sit en banc when the "opinion of the Justices" is sought by the Governor or the General Assembly under 10 Del. C. § 141. See Supr. Ct. R. 44. (2)Counsel. The Court will appoint pro bono counsel to brief and argue each side of the questions presented to the Justices.(3)Opinion format.
