The Board may enter an order based on the allegations of a complaint in any case where the license, permit, or certificate holder has not responded within the time limits contained in Section 6(a)(vi) above or in any case in which the license, permit, or certificate holder or his/her representative has not appeared at a scheduled hearing of which he/she had notice.
