At closing, the loan proceeds shall be deposited in an interest bearing escrow account to be disbursed solely for the approved loan purposes. Interest earned shall be credited to the borrower. Borrower shall submit all requests for payment along with supporting documentation on a form provided by the Council staff. The Council staff shall approve or disapprove pay requests in whole or part within five (5) working days and notify the escrow bank of the amount to be disbursed to the borrower.
