(a) Administrative costs incurred in carrying out the program must not exceed 15 percent of the total program or project cost (20 percent for housing rehabilitation). Eligible administrative costs are defined as follows: Payment of reasonable administrative costs and carrying charges related to the planning and execution of community development activities financed in whole or in part with funds from this program. General management, supervision and coordination, reasonable costs of overall program management, coordination, monitoring and evaluation, and similar costs associated with carrying out the overall project. Such costs include but are not limited to: salaries, wages, and related costs of the applicant's staff and the staff of local public agencies engaged in general management, coordination, monitoring and evaluation, travel costs incurred for official business in carrying out the project, administrative services performed under third-party contracts or agreements, including such services as general legal services and accounting services; and other costs for goods and services as rental and maintenance of office space, insurance, utilities, office supplies and rental of office equipment.
