The Board may enter an order based on the allegations in a petition in any case where the applicant, license, or certificate holder has not answered or appeared in writing ten (10) working days before the hearing, or in any case in which the applicant, license, or certificate holder or his/her representative has not appeared at a scheduled hearing for which they had notice.
