Section 7-4 - Perforating, Pipe Recovery and Other Operations Using Explosives

(a) There shall be no restriction as to time of day or night that special services operations using explosives may be performed.

(b) Devices containing an explosive, such as a perforating gun, string shot and chemical cutter, shall be handled only by or under the direct supervision of a qualified employee. This does not apply to explosives in an approved Department of Transportation package.

(c) Explosive tools shall not be armed in advance of the services requiring their use except those tools which are permitted to be armed in advance by 49 CFR 172.101, 173.53(u), or 173.80 or by exceptions to said 49 CFR references, 1982 edition.

(d) All explosive tools required to be armed on site shall be immediately disarmed upon retrieval from the well if the tool did not fire.

(e) Electrical grounding, or bonding as appropriate, between the wellhead, wireline service unit and rig structure shall be made before attaching a tool containing an explosive to the wireline conductor.

(f) All unnecessary personnel shall be kept away from the area of any tool containing explosives while the tool is being armed, placed in the well, or removed from the well and disarmed.

(g) If any tool removed from the well is suspected of having trapped pressure, this trapped pressure shall be relieved by a qualified person using procedures and/or devices appropriate to the operation. All unnecessary personnel shall be remote to the relieving operation.

(h) Radio transmitting units, except those that have been designed for use around detonators, shall not be operated within 200 feet of any perforating operation. Warning signs shall be posted requiring that all radio transmitting units will be shut off within 200 feet of perforating operations. Special detonators or circuits shall be required when certain radio transmitting units cannot be shut down.

(i) The signs required above shall be conspicuous, durable, legible, and shall clearly convey the required information.

(i) The perforating operation shall be suspended and the loaded gun safely isolated if an electrical storm is imminent in the job area.

(j) Only a galvanometer or safety meter designed for checking of detonators shall be used for such checks.

(k) All firing circuits shall have a means or method which will prevent the inadvertent activation of the electrical firing circuit.

(l) When checking cable continuity using wireline service unit electric current (AC or DC), prior to or during electrically actuated explosives operations, the cable head or end of the cable shall be visible to the employee applying the current.

(m) Before attaching a wireline to an explosive device, the conductor wire and armor shall be temporarily shorted to eliminate any electrical charge that may exist in the cable.

(n) Unattached detonators and boosters shall only be transported in an approved cap box. Only the detonator and booster for immediate use shall be removed from the cap box. The shunt on the detonator lead wires shall remain in place until the detonator is ready for use.

(o) When arming an explosive device with an electric detonator, the electrical connections must be made prior to attaching the detonator to the device.

(p) Upon completion of the perforating operation, the work area shall be inspected and all explosives shall be removed from the site by a qualified employee.
