a. These rules and regulations shall apply to all anchor testers operating within the State of Wyoming, and shall be effective upon filing with the Secretary of State in accordance with rulemaking procedures of the State of Wyoming.
b. In addition to these specific requirements, the requirements contained in the Wyoming Occupational Health and Safety Rules and Regulations (General) shall apply to all anchor testers.
