(a) Submission of claims. A provider seeking Medicaid reimbursement for services provided to a client shall submit claims on the forms and in the manner specified by the Department.
(b) Medicaid payment as payment in full. A provider which receives or requests Medicaid payment for services and supplies included in the per diem rate shall accept Medicaid payment as payment in full for such services and supplies. A provider shall not attempt to collect or retain payment in addition to the per diem rate, except as permitted state or federal law.
