Section 30-17 - Reimbursement of less than one day stays

(a) Hospital specific levels of care.

  • (i) The Department shall determine a less than one day stay payment rate for each level of care for each participating provider.
  • (ii) The provider's level of care payment for each level of care, including incentive payments, shall be divided by the providers geometric mean length of stay for that level of care. For providers with five or fewer claims during the base period, the statewide geometric mean length of stay shall be used. The quotient shall be the less than one day stay payment rate.
  • (iii) For new providers and non-participating providers, payment shall be the statewide level of care payment as described below.

(b) Levels of care capped by the statewide ceiling.

  • (i) The Department shall determine a per diem rate for each level of care.
  • (ii) Each hospital's payment rates for levels of care capped by the statewide ceiling, including any incentive payments, shall be divided by the providers geometric mean length of stay for that level of care. The quotient shall be the per diem payment rate.

(c) The Medicaid allowable payment for stays of less than one day shall not include outlier reimbursement or reimbursement for capital costs or direct medical education costs.
