The Department of Health, through its Division of Developmental Disabilities, pursuant to W.S. 9-2-102, W.S. W.S. W.S. 35-1-620, and the Settlement Agreement in Civil Action C90-0004 is authorized to establish minimum standards for programs and personnel providing services to persons with developmental disabilities.
