(a) Any person, facility or agency that performs alcohol analyses, the results of which will be used for enforcement of W.S. 10-6-103, 31-5-233, 31-6-102, 31-17-1 ll&l 13, and 41-13-206, shall be subject to these rules. Tests for other purposes may be done at the discretion of the local agency.
(b) The Department may issue manuals, bulletins, or both, to interpret the provisions of this chapter. Such manuals and bulletins shall be consistent with and reflect the policies contained in these chapters. The provisions contained in manuals or bulletins shall be subordinate to the provisions of these rules.
(c) The incorporation by reference of any external standard is intended to be the incorporation of that standard as it is in effect on the effective date of these chapters.
