At the date, time and place of hearing, the Commission, Commission Authorized Panel, or the Presiding Officer, in accordance with the notice given, shall hear all matters presented. The Commission may elect a Commissioner to conduct the hearing or appoint an authorized person to act as the hearing officer. All issues set forth in the petition and/or formal notice given shall be presented by the Petitioner. Any party may be represented personally, or by counsel, provided that counsel is authorized to practice law in the State of Wyoming.
