a. In all contested cases, the Board's decision shall be based upon the record of the proceedings.
b. After a case has been decided by the Board, the Secretary of the Board shall cause to be prepared a written decision containing findings of fact, conclusions of law, and an order. The final written decision shall be approved by all Board members who voted on the matter before it is entered in the Order Record. The Board's Order shall become its final administrative action when signed and entered in the Order Record. The Secretary of the Board shall cause a copy of the Board's decision to be sent to all parties or their attorneys by certified mail.
