Any matter which must be decided by the State Board of Control may at its discretion be heard by the full Board. A party in a contested case proceedings may make a request for a full Board hearing to the Secretary of the Board or the hearing officer. Any request for a full Board hearing will be communicated to the President of the Board for his or her consideration and decision, which is to be made in consultation with the other Board members. The party or parties requesting a full Board hearing shall make payment to the Secretary of the Board in an amount sufficient to cover all expenses, including travel expenses, for the Board members and necessary staff.
