In any action before the Board wherein the State or any other party appears in an adverse position against the petitioner, or wherein the petitioner's legal rights, duties or privileges are required by law to be determined by the Board after an opportunity for hearing, the matter is conducted as a contested case pursuant to the Wyoming Administrative Procedure Act, W.S. 16-3-107 through 16-3-112. The specific statute or statutes for the type of petition involved may also require that certain procedures be followed.
