In all hearings before the division superintendents or the State Board of Control where oral evidence is to be presented, the petitioner or contestant shall provide and pay for a complete transcript of testimony as required by the statute or statutes applicable to the petition involved. In the case of an abandonment petition, the party initiating the abandonment (contestant) shall provide and pay for a complete transcript.
