The State Board of Control was created by Section 2, Article 8 of the Wyoming State Constitution, adopted by vote of the people on November 5,1889, and approved by the United States Congress on July 10, 1890 (see also Chapter 4 of Title 41, Wyoming Statutes, 1977, especially W.S. 41-4-201, et seq.).
