Ground water may be utilized outside the boundaries of the State of Wyoming, provided certain conditions are met. These conditions include:
(a) specific authorization by the Legislature of the State of Wyoming to utilize the ground water outside the boundaries of the State of Wyoming, and
(b) the State in which the ground water is to be utilized must grant reciprocal rights for the use of ground water in the State of Wyoming.
