If compliance with the time limits set forth in the permit for commencement, completion or application of the ground water to beneficial use cannot be met, the permittee may request that the State Engineer grant an extension of time. Such requests must be in writing, setting forth in detail the reasons for the requested extension of time, and must be received in the State Engineer's Office prior to the expiration dates set forth in the permit.
