These Rules are promulgated pursuant to the Wyoming Administrative Procedure Act, Wyoming Statute §§ 16-3-101 through 16-3-115 and Chapters 1, 2, 3, 6, 12, 15, 16 and 17 of Title 37 of the Wyoming Statutes.
