Soil remediation criteria shall be based on evaluation of:
1) the potential to contaminate groundwater, and
2) potential adverse impacts to public health. The potential to impact groundwater quality shall be determined by evaluating the subsurface fate and transport characteristics of the regulated substance using site-specific soil conditions. If groundwater monitoring data conflict with fate and transport modeling estimates, the groundwater monitoring data shall be used. Potential adverse public health impacts shall be evaluated using an environmental risk assessment process for contaminated soil ingestion and inhalation.
