(a) Prior to the well plugging, the owner or operator must flush each Class VI injection well with a buffer fluid, determine bottom hole reservoir pressure, and perform a final external mechanical integrity test in accordance with Section 13.
(b) The owner or operator of a Class VI well must prepare, maintain, update on the same schedule as the update to the area of review delineation, and comply with a well plugging plan that is acceptable to the administrator. - (i) The requirement to maintain and implement an approved plan is directly enforceable regardless of whether the requirement is a condition of the permit.
- (ii) The well plugging plan must be submitted as part of the permit application and must include the following information:
- (A) Appropriate test or measure to determine bottom hole reservoir pressure;
- (B) Appropriate testing methods to ensure final external mechanical integrity as specified in Section 13;
- (C) The type and number of plugs to be used;
- (D) The placement of each plug including the elevation of the top and bottom of each plug;
- (E) The type and grade and quantity of material to be used in plugging;
- (I) The material must be suitable for use with the carbon dioxide stream.
- (F) A description of the method of placement of the plugs.
(c) The owner or operator must notify the administrator, in writing, at least 60 days before plugging a well. - (i) If any changes have been made to the original well plugging plan, the owner or operator must also provide the revised well plugging plan.
- (ii) At the discretion of the administrator, a shorter notice period may be allowed.
- (iii) Any amendments to the injection well plugging plan must be approved by the administrator, must be incorporated into the permit, and are subject to the permit modification requirements of Section 4 of this chapter, as appropriate.
(d) Within 60 days after completion of plugging and abandonment of a well or well field the permittee shall submit to the administrator a final report that includes: - (i) Certification of completion in accordance with approved plans and specifications by a licensed professional engineer or a licensed professional geologist.
- (ii) Certification of accuracy by the owner or operator and by the person who performed the plugging operation (if other than the owner or operator).
- (iii) The owner or operator shall retain the well plugging report for ten (10) years following site closure.
