The Council shall make written decision and order in all cases which decision shall contain findings of fact and conclusions. The decision and order of the Council shall be placed in the record of the case, which shall be retained by the Council. Notice of the Council's decision shall be given as provided by W.S. 35-12-113(f) of the Act.
